Well, it’s now official…#Karamel is still an ongoing thing for next season. :)

Based on this season 3 description, is Calista Flockhart returning as a regular?

It certainly looks like it! Calista probably has more time to devote to the show, now that hubby Harrison Ford is done filming the new Blade Runner movie.
Of course, one lingering question is the absence of Floriana Lima’s name. Maybe she’s changing her status to ‘recurring’ instead?

Cat will likely recur more in the 3rd season than the 2nd season.
Maggie is not mentioned. Either she dies in the finale or she breaks up with Alex and moves to Metropolis. She is likely to recur best if she returns, but her story supports Alex not Kara’s and maybe that’s why they decide to get rid of those who don’t support Kara’s storyline.
They’re continuing James as Guardian, so either he works for the DEO or Cat Grant could give him some wisdom like she did with Supergirl.
Notice that producer Ali Adler is not mentioned either. I think she had a lot to do with the first two seasons being political, especially the 2nd season.
